Attach a video from your gallery (📎 → Gallery) or send it as a file. Videos up to 10 minutes and 20 MB work.
Choose “Round video”

Forward it
Long-press the video note → Forward → pick a chat. Hide the sender's name in the forward options if you like.

Tips for a good-looking circle
A video note is square and shown as a circle, so keep the subject in the centre of the frame. If the part you need is not at the start, trim the video in your phone's gallery first: the bot uses the first 60 seconds.
